HRV Conformance Verification Associates, Inc. (HRV), leaders in quality assurance and quality control inspection, construction management and construction inspection (CM/CI), announced strategic leadership moves in support of business growth and an expanding service mix. Heather Gilmer, P.E., joins HRV as operations manager in the firm’s Steel division. Additionally, HRV has appointed Doug Aiken, P.E., as operations manager of its Construction division, and Jared Rigo as project manager in the Coatings group as part of the company’s Construction division.

We are excited that Heather is joining the firm in a key Steel division leadership role, and that we have strong technical construction and coatings expertise in Doug and Jared, which solidifies our Construction division leadership team.”
Gilmer brings nearly 20 years of quality assurance inspection, project and operations management experience in both the public and private sectors to HRV. Her primary role with HRV is operations management for the Steel division. She is involved in a number of industry associations’ technical committees, including the AWS D1 Structural Welding Committee, AASHTO/NSBA Steel Bridge Collaboration, SSPC, AREMA, Transportation Research Board and others. Gilmer is an AWS Certified Welding Inspector, and a licensed professional engineer in Texas, Wisconsin, New York and Florida. She holds several degrees including BA, Linguistics (Cornell University), MA, Linguistics (UMass Amherst), BS, Civil and Environmental Engineering (UMass Amherst) and MS, Civil Engineering (The University of Texas at Austin).
Aiken, who will provide oversight and leadership for HRV’s Construction division, possesses nearly 20 years of CM/CI experience. He has been with HRV since 2013. His previous engagements include CM/CI technical and managerial positions with both Pennsylvania Department of Transportation and Allegheny County Department of Public Works. Aiken is a licensed professional engineer in Pennsylvania, Florida, Iowa, Kentucky, New Hampshire and Ohio, and holds numerous technical certifications for concrete inspection and coatings inspection from ACI, NACE, NECEPT, PCI and SSPC. His professional affiliations include memberships and leadership roles with CMAA, NACE, SSPC and SAME. Aiken holds a BS, Civil Engineering (Penn State University), and a MS, Civil Engineering (University of Pittsburgh).
Rigo will serve as lead project manager in HRV’s Coatings group as part of the Construction division, bringing nearly 10 years of coatings application experience and quality inspection expertise for structural steel bridge members, tanks and railcars. His inspection career is comprised largely of bridge rehabilitation and refurbishing projects involving blasting, containment and field paint application. Rigo, a NACE Coating Inspector Level 3, has worked on many bridge projects in Pennsylvania, Maryland and Ohio. He is familiar with all associated specifications including NACE, SSPC, and AASHTO. He holds a BS, Chemistry (Saint Vincent College).
