Internal promotions strengthen HRV’s capacity to service key strategic markets and clients.
HRV Conformance Verification Associates, Inc. (HRV), leaders in quality assurance and quality control inspection, construction management and construction inspection (CM/CI), announced strategic leadership moves in support of organizational changes. HRV has named Tim McClellan, P.E., CM/CI Operations Manager, Sarah Hurr as Concrete Operations Manager, and Jared Rigo as Coatings Operations Manager.

We embrace these necessary changes as a means to support our strategic growth objectives, strengthen client relationships, and as opportunities to promote talent from within. Tim, Sarah and Jared are all worthy and ready to lead these key areas of HRV’s business mix, and we look forward to celebrating the progress they will make in their new responsibilities.”
Tim McClellan, P.E., CCM, CM/CI Operations Manager, joined HRV in 2011 as CM/CI project manager. His 22-plus years in the construction industry positions Tim to take a leadership role in the growth of this key business segment for HRV. Tim’s experience spans project management and QA inspection supervision for the fabrication of precast/prestressed concrete for the $1.5 billion Goethals Bridge Replacement Project (NY/NJ); onsite CM as a resident engineer for the Pennsylvania Department of Transportation’s Johnstown Train Station Roof Replacement; and managing CM/CI projects for Virginia DOT, Massachusetts DOT and multiple New York county transportation authorities. He holds a Bachelor’s of Science Degree in Civil Engineering Technology from the University of Pittsburgh. Tim is a registered Professional Engineer in the Commonwealth of Pennsylvania, Connecticut, North Carolina and New York, and possesses industry-specific certifications from ACI, AWS, CMCI, NBIS and PCI.
Sarah Hurr, Concrete Operations Manager, joined the HRV team in 2015 as a project manager for the Construction Services division, gaining a wealth of management experience in concrete-related project administration and field operations in the timeframe since. A graduate of West Virginia University with Bachelor’s Degrees in both Mining and Civil Engineering, her previous experience includes project management and QA inspection for the Weirton (West Virginia) Area Port Authority, Mississippi Department of Transportation, Vermont Agency of Transportation, and Virginia Department of Transportation. Sarah’s list of certifications includes ACI Concrete Field Testing Technician – Grade 1, NACE Coating Inspector Level 1, PCI Levels I & II and SSPC-C3.
Jared Rigo, Coatings Operations Manager, joined the HRV team in 2016 as Coatings project manager. He will apply nearly 10 years of coatings application and quality inspection experience for structural steel bridge members, tanks and railcars, in overseeing HRV’s expansion in this growing market. As a NACE Coatings Inspector Level 3, SSPC-Certified Protective Coatings Specialist (PCS), and SSPC Certified Coatings Inspection Trainer, Jared consults with HRV’s state transportation clients and provides specialized coatings training. A graduate of St. Vincent College’s Chemistry program, Jared’s experience includes coatings application and quality inspection for Maryland State Highway Administration, Pittsburgh Water and Sewer Authority and Port Authority of New York and New Jersey, among others.
